Abstract
Rizal Boulevard of Dumaguete City is considered as the city's show window and
landmark that welcomes every visitor coming into the city of gentle people via any sea
vessel. It is the gateway to the city's economy and most importantly is a witness of
Dumaguete's rich history and holds a big part in the city's provincial charm. However,
special attention should be given to this popular waterfront, because if not, this haven for
the DumagueteƱos would slowly fade or worst, be gone forever. This city's breathing
space, historical and cultural relic will be consumed and swept away by evolution and
urbanization.
The primary purpose of this research is to improve, re-create, and preserve
Dumaguete City's Rizal Boulevard with the hope of bringing back the city's lost charm.
This restoration program will mainly focus on expanding and redesigning Rizal
Boulevard, with special consideration on the architectural character of the area.
Reviewing and re-examining the waterfront's assets, potential and the people's shared
value will eventually create a quality public realm that will contribute to people's health
enjoyment and satisfaction.
Literature documenting the history of Dumaguete City, especially Rizal
Boulevard, has been reviewed. However, data gathered regarding the city's history are
limited, a questionnaire survey has been employed, and face-to-face interviews and much
fieldwork have been carried out. These survey and interviews had focused on the
people's opinions and thoughts regarding the development. The overall data were
analyzed and served as the basis for the proposal.
Recognizing that Rizal Boulevard serves as one of Dumaguete's public
destination for residents and tourists, this study will help revitalize the existing waterfront
and provide essential amenities while retaining the historical value and character of the
area. More so, this study will not only help to re-create and improve one of Dumaguete's
distinguishing landmark but will also guide other neighboring cities and all small cities
undergoing rapid development.
