520 _aABSTRACT This feasibility study focused on the establishment of a NORECO1 Area Office (Collection Center and Sub-Station) in Vallehermoso, Negros Oriental to cater to the needs of member-consumers in Vallehermoso and the adjacent city of Canlaon. This 3" Area ofice of the eiectric cOoperative will be strategically located aiong the Nationai Highway near the corner of M. Serion street. Purposely, the research was conducted in the two districts of Vallehermoso and Canlaon city with the participation of 382 respondents, out of the total membership of 8,610, chosen using the sloven formula, and further develop through the snowbali sampling method. To validate their responses, 20 employees in the main office also interviewed aside from discussing the results with the statistical experts on the matter. The viability of the proposed undertaking was determined through the following key parameters: 1. market acceptability; 2 technical possibility; 3. management plausibility: 4. financial profitability and 5. socio-economic desirability. The findings revealed that the planned undertaking is feasible from all aspects of eration. First, it is technically justifiable due to its strategic location, accessibility to consumers and availability of basic facilities beneficial to the consumers. Second, this is plausitble from a management perspective considering that onty 6 persons are initially needed to keep the Area office operations running. Supervision of the newest office will be performed by the Area Operations Supervisor who is currently handling the Guihulngan city coverage. Third, the financial impact to the cooperative is very favorable especially during the 3d year of financial operations when the key indicators shall have stabilized already. Naturally, this planned venture will provide additional revenue to NORECO1 necessary to carry on the developmental mandate of missionary electrification despite the possibility of low or no income in the entire franchise area. Finally, this expansion will provide employment opportunities to the residents not to mention the satisfaction of the consumers within the two districts as a result of bringing the electric cooperative closer to the people.
