Abstract
This feasibility study assessed the proposed establishment of a Grains Industry Multi-Purpose Training Center at the National Food Authority (NFA) Compound in Dumaguete City. The study aimed to determine the viability of developing a training facility that would enhance the knowledge and technical skills of farmers, agricultural workers, entrepreneurs, and other stakeholders involved in the grains industry. Specifically, the study evaluated the project's market, technical, management, financial, and socio-economic feasibility to determine its potential contribution to agricultural development.
Data were gathered through surveys, interviews, site observations, and the review of government publications and related literature. The market analysis indicated a growing demand for training programs on grain production, post-harvest handling, storage, processing, and agribusiness management. The technical study confirmed that the proposed location within the NFA Compound provides adequate space, accessibility, and infrastructure necessary for training operations. The management analysis recommended an organizational structure capable of efficiently administering training programs and coordinating with government agencies, educational institutions, and agricultural organizations. Financial projections, including projected income, operating expenses, cash flow, return on investment, and break-even analysis, demonstrated that the project is financially feasible with proper funding and operational management. The socio-economic analysis further revealed that the training center would improve agricultural productivity, strengthen food security, generate employment opportunities, and support the sustainable development of the grains sector in Negros Oriental.
Based on the findings, the study concluded that the establishment of the Grains Industry Multi-Purpose Training Center is feasible. The researchers recommend forging partnerships with government agencies, maintaining updated training programs, adopting modern agricultural technologies, and continuously evaluating program effectiveness to ensure long-term sustainability and positive community impact.
