ABSTRACT<br/>This paper demonstrates the use of fractal statistics in the analysis of data roughness of climate risk indices across countries as these induce a consequent ruggedness in the travel & tourism competitiveness. Fractal dimensions and roughness correlation are used to show relationship of the climate risk to travel & tourism competitiveness.Results revealed that there was a considerable amount of unevenness in the climate risk conditions of the countries studied and that such irregularities occur more apparently in the less stable and more risky nations. The roughness correlation (R=0.9071) or 90.71% of the variability in the travel and tourism competitiveness in the countries is accounted for by their global climate risk ratings. Basically, countries that are generally risky have lower travel & tourism competitiveness while countries that are not risky are the preferred tourist destination across the globe.<br/>Keywords: fractal statistics, global climate risk, travel and tourism competitiveness<br/><br/>ABSTRACT<br/>The role of higher education institutions in the Philippines is threefold: instruction.research,and extension.The Commission on Higher Education (CHED) acknowledgesthe importance of research by making available research funding to all highereducation institutions.This qualitative case study aimed to explore the research fundingprocess flow from CHED's central office down to the recipient in the state college oruniversity. The study relied on interviews and document analysis for its methodology.Results revealed that the Commission has a set of guidelines for research fundingapplication:although difficult to implement,capability-building activities are limited innumber,and the number of approved research grant applications is much fewer thanthe rejected ones. These issues are due to many different factors both in the CHEDapplication and review process, as well as factors related to faculty members and theiruniversity process.
